T3E is managed under the Long Term Partnering Agreement (LTPA) between QinetiQ and the UK Ministry of Defence. Under the Agreement, first signed in 2003, QinetiQ is responsible for the operation of 16 MOD land, sea and air ranges and specialist test facilities, and the provision of specialist technical expertise and support services.

In May 2025, a five-year, £1.54 billion extension to the LTPA was announced, through which QinetiQ and MOD will partner to transform the provision of mission-critical test and evaluation capabilities and services that help to enhance operational readiness of the UK and allied nations
